Tbh I feel like he should have a memory of their wedding night - but it's a complete fabrication which is why he seems so vague on it (he mentions it briefly in chapter nine, “I remember our wedding night. I remember you came to me...” but he never gets to finish the memory). Much like the fact that he doesn't recall whether or not they danced either. I think his experiences would be kind of mish mashed and not all there. The TARDIS, whilst clever, would find it difficult to emulate a human brain through the chameleon circuit. They're too complex and contradictory. Add that to the bits of the Doctor that John picks up on and you've got a veritable tug of war going on.
I think that the way he treats Rose as a lover in this chapter is a combination of a) just John being John and the hopeless romantic that he is and b) exactly what you said, it's been a month at least since they've shared a bed (at least in his mind) and so it's like he's learning her all over again. A lot of his gentleness I think would be as well because Rose has been so unwilling to be truly intimate with him and he doesn't want to hurt her or scare her off. And of course he has no idea WHY she's behaving like that because for all intents and purposes, he thinks they have made love bfore. Poor bloke :(
