You've put your finger right on it. And who said that the TARDIS was the one who chose for them to be married? That's only what Rose assumes. Partly, I think, because she can't imagine the Doctor coming up with it.
I still don't think she's quite grasped the enormity of what opening the watch will mean just yet. She knows that he'll "die" and the Doctor will come back but she's not really thinking hard about the fact that she's technically going to kill someone.
Wait until that hits her like a ton of bricks. Poor love is going to be shattered :(
